So, I am beginning to believe that everything involved with this process involves the luck of the draw.

So, here's how it went down. When my fiance first went to get her Police Clearance she didn't have a hard copy of the NOA2, just the e-mail that the petition had been approved. She was told she needed a copy of the NOA2 but, the officer was kind enough to give her his mobile number and told he could take care of it. She didn't call.

Then, she heard of two ladies that were told they needed the Appointment letter in order to get it which, as I said before, is a little ironic given that you can't an Appointment letter until you submit the Police Clearance. They were told the matter could be handled for a fee.

So my fiance goes in yesterday determined to get the Certificate. She had a hard copy of the NOA2 (I sent her a color copy so they thought it was the original!), a copy of the Packet 3 instructions an a color copy of the bio page of my passport. She went at lunch time as she was told it was less crowded which was true. The took finger prints, filled out the forms, made copies of what she brought and told her she should receive the certificate within 14 days.

The only cost was 50bht for the postage to mail it to her. No tea money.

Your fiance is Thai and knows exactly what happened. She knew better than to call the first cop. That was just going to be a shake down.

Yes, it is sad. It seems that everything involves a shakedown of some sorts from getting into the military to getting your driver's license! My fiancee is a smart lady so I knew she would get it taken care of. She said the officer she dealt with was really impressed with the NOA2 because it was a two sided color copy and as I said he thought it was the original! Now if the good folks at the NVC would be so kind as to finish on my background check and send my petition to BKK I will be very pleased.

7/20/2012 - NOA2 @ 6:50PM EST + 182 Days

7/27/2012 - NVC sent to Embassy

7/30/2013 - NVC Called (603) 334-0700 - Case number received & date sent to embassy received.

7/30/2012 - DHL Waybill Located - Description: US DIPLOMATIC PAPERS

---------------- DHL Arrived at Sort Facility HONG KONG - HONG KONG

7/31/2012 - DHL Delivered US DIPLOMATIC PAPERS to Thailand

My fiancee went yesterday to try to get the police certificate. They told her she needs NOA2 and case number...

So Today I sent her a color copy of NOA2 just the front... She will try again tomorrow for the police certificate.

In recent cases including the one you responded to that asked for a copy of the front page of the USCs passport as well.

She went again. They told her she must have the case number letter. I think this might be Packet 3 cover letter with your case number on it.

They would not let her start the police certificate process at this time.

She showed up with:

Notice of Action 2

Photocopy of my passport.

Photo of Fiancee

Fiancee Passport with one photocopy

Thai ID card with one photocopy

House registration with one photocopy

Name change papers with photocopy.

Based on NOA2 7/20, when can I start to call NVC to get the case number?

Its pretty frustrating to find inconsistent rules being enforced while trying to complete the rest of this process.

Did we do something wrong?

I hope you saw in the posts above that khwaidee1 succeded with the addition of the copy of the P 3 instructions. I copied his info here.

This can be difficult especially if they change the rules. Sometimes its just an effort to extort the person. I couldnt say for sure.
