Yes, he still needs to get PCC from PSK office. Passport Clearance Certificate issued by PSK office is a mandatory document required at the time of an interview at Mumbai/Delhi consulate in India.

Yes passport clearance is required, which would be issued by the passport the passport office.

They will stamp the passport stating it was cleared.

He did go to the passport office and was told to add spouse name on the passport. When he took the marriage certificate to prove the marriage the person who was assisting him said he will be reissue a new passport which would have diff passport number. since we sent copies of his current passport to uscis would that cause any conflict?

i really appreciate your help

No that should not be a problem. Once he receives a new passport make sure he adds a new copy along with cancelled passport's copy and you should be fine. FYI, new passport will have an info about your last passport number so there cannot be any conflict.

Is it normal to the PSK to insist a new passport be issued for adding new spouse's name? My wife has a appointment at PSK just for getting a PCC, if replacing the passport is needed can forsee it causing delays.

Legal point of view, it is not necessary. One can fill the PCC form as married, and mention the spouse name, and even passport doesnt have spouse name.

My old passport didnt have spouse name, and of course, for a sec, that guy questioned, but he then talked to someone in his team, and said that it is fine.

In short, it all depend up to each executive knowledge, and how they really want to take care of your application.

Technically one is not required to get a new passport with spouse name on the passport.

Sometimes some govt employees just believe it’s their job to make general ppls life more difficult.

your spouse can give another shot, visit the passport office a different time and try to see the other officer and they might accept it the way it is.

I agree with you. Spouse name need not be endorsed on applicant's passport to get PCC.

Having spouse name on applicant's passport is mandatory if you are having children that needs a passport to come along with you. The reason is that when you apply for a passport for children, and if both parents hold passport, one of the parent's (preferably the principal applicant's passport) should be endorsed with spouse'a name.

Legal point of view, it is not necessary. One can fill the PCC form as married, and mention the spouse name, and even passport doesnt have spouse name.

My wife has already successfully obtained the PCC from the Passport Seva Kendra without having needed to add "spouse name" to the passport and did not require a local police station clearance certificate either. The PSK PCC was issued within same hour as the appointment.
