Visitor Visa interviews usually can be applied for within a few days, it does vary by Consulate.

Has your MIL applied?

Unfortunately, the US sees this as a "want" and not an absolute "need." While your mother in law can provide comfort, she will not be able to serve in any medical necessity. Your wife's condition will not be a reason to issue a visitor visa if your mother in law cannot overcome the presumption that all visitor visa applicants intend to illegally immigrate to the US>

Your mother in law will need to apply for a visitor visa. She will be scrutinize like any other applicant. She will be presumed to want to illegally immigrate to the US on the visitor visa. She will need to show why she would go back after a brief visit to the US. Your wife wanting her there does not overcome this presumption of illegal immigration.

Your wife's condition will not help your mother in law get a visitor visa. The reason for coming to the US is not important. The reason to return home is and it will be the primary issue that the US Embassy will be concern about.
