To come as a visitor the mother in law must qualify on her own and show that she will return. To bring her permanently your wife must be a USC and you file an I130 , which will take about a year. You will have to show medical insurance if the mother in law is ill and that may run over 1000 a month for a pre existing condition.

This will not be over quickly. You will not enjoy this.

My future mother in law just got the B2 visa to come to the US so she can come along to visit when I bring my fianceé over. Showing strong ties to VN is a must, the interview was very easy.

Here is the link for instructions to apply.

What are the procedures that my wife has to take to bring her mom over? Her mom is very sick and she would like to spend time with her over here and show her the us.

Are you interested in bringing mom over permanently or for a visit?

In either case, it will be difficult. The US will be concern with what if your mom requires medical care. If she gets admitted to a US hospital, the US taxpayers will be on the hook for her medical expenses.

Being sick will be a big hurdle.
