Because in order to change a law you need to make a argument with evidence as to why you believe a change is warranted and a lawyer or an organization with similar interests is sometimes the best option one has to gather the evidence and to present a draft of a bill. Doing so without knowledge of the legislation would be inefficient and oftentimes a waste of time.

truth is, the USA is not a democracy. it is a republic.

controlling the self serving desires of the uneducated masses is part of the gambit.

Prakash & Meera - I suggest you try your luck with the US consulate in India to get a B1 visitor visa. Tell the IO that you are happy to wait for your GC to be processed, but meanwhile would like to visit the beautiful Rockies and the Grand Canyon, the region where your husband resides. You are being honest and in the event your visitor visa is denied, smile and take it in stride. But seize the rein and try your luck. Trust me, consulate officials are not hardened, emotionless people. I speak with my own experience.
