just some thoughts ...

his wearing body armor may protect from bullet penetration.

if someone had used a carry piece (CCW) and shot this person ... there would be 400-500 ft lb of bullet energy contacting the body armor in a very small and defined location. that energy would definitely get noticed with the potential of rendering the recipient neutralized if only for a few seconds and/or longer. that would be time gained to allow people to escape and/or complete the total neutralization of the bad guy.

it's said ... being shot while wearing body armor is akin to being kicked by a mule .... while it may not be fatal, it still can mess you up

He was wearing class III body armor, which means nothing the police had in their inventory could penetrate the armor. On the other hand, the ball ammo he was firing could easily penetrate the soft armor the police had. It seems he chickened out when his rifle jammed, and no one was returning fire so that he could go out in a blaze of glory while committing suicide by cop.

Spreads it over a much wider area. The total energy imparted shouldn't be anymore than the recoil energy imparted if the round was fired in bolt action rifle, which can be significant if you are firing say, a .338 Winchester magnum, but not that significant from a typical 9mm police load.

lots of police also carry 40's. don't know what the locals were carrying. either way the level iiia or iii would keep the common handgun rounds from penetrating

agreed it will dissipate the energy impact ... the energy is still there to be dealt with (even if it is just the momentary ####### factor).

yet the simple fact that there is return fire could put enough pause into the situation that some benefit may occur. we don't know and can only speculate ....

From being under battlefield conditions, return fire can be suppressive fire. The shooter would have to take a more protective position, even with all that armor. Small arms fire can force a tank to button up, thus limiting visibility and ability to engage.
