My agency is just something else, it's been over a month and I have been arguing with them due to the fact that they lowered my pay rate by accident and are taking forever to fix it. I was going to send my paystubs as proof but since my last pay stubs have the low rate instead of my current rate.I know that will raise flags so i told them to write me an eployment letter but she emailed to me. Does it have to be signed.

the only way to prove it's a valid employment letter is to have your employer sign it. Otherwise anyone could write a fake letter without any signature and send it to NVC as an employment letter.

no i don't she just emailed me the letter

Employment letter is not a required document but it's a highly recommended document in your AOS package.

Do you get pay stubs with YTD salary on it? If your incorrect salary due to system issue is still above poverty guidelines then use your last 2 pay stubs in AOS package. And put an estimated annual income and you should be fine.
