Will the Biological father willing sign a "Consent to Travel" form??? Contact a local attorney office for them to draw up the form, and request the bio father to sign it at their office. If he refuses to do that, then I'd guess, if you say he has not paid support or has contact with the children, you'll have to prove that in the court system, by hiring an attorney to do this. I'll assume this is the harder thing to do and more expensive. I hope he will just sign your Consent form for you.

ya, that's the fork in the decision tree - is the biological father listed on the birth certificate?

if he's not, then that letter to travel is not required by Manila IV.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.

I didn't have to deal with children in this adventure, but without full custody of the kids I would say ... find the father and get approval.

Hey Hank, Looks we almost have the same timeline, in a little while im sure you will have your biometrics, then if your lucky enough interview follows, after i got my biometrics appointment, my case has been transferred to CSC California which is not a good thing according to some forums, and i dont understand what are the basis, could be no interview but long waiting i really dont know but hoping and praying for the fast process...Goodluck

Is the father listed on the birth certificate? If yes, not sure of an easy answer, hopefully others who have actually dealt with this will pop in here. Talk to a lawyer?
