How to pay your Visa Fee through Bancnet? Philippines

I'm curious on how one would make a payment for the Visa Fee through Bancnet. What are the requirements to make a payment through them and which route do I go to make the payment? Can I(Petitioner) pay for the Visa Fee or does my Fiancee(Beneficiary) have to pay for it even if it's online transaction?...

Darn I thought there was a way for the petitioner to pay for the beneficiary, using an online payment method. So since I'm a USC is the only way to make payment by remitting $$ to the Beneficiary, or is there some way I can handle it stateside without having to remit the money over?
