As everyone already said...local Digicel or Lyme cell phone costs $4,500JMD. This cell phone thing seem to be a common thread...I wonder why? Lol. My fiance had an old beat up phone that barely worked when we met and I got him one of those cheap ones. I also got him an iPhone (not unlocked), but he uses it mainly with wifi so we can communicate via whatsapp and skype.

If you want to be budget friendly you can send him some money to buy him a cheap phone there. The issue I found with send things there was that the shipping cost made me feel like I had paid for the item twice. And sometimes they charge them to pick the item up as well (custom charge). If you buy and unlocked device you can get the unlock code from ebay for like $1. The people on there will sell the unlock for any device. I have unlocked every device my husband has used. As for minutes go to telephonejamaica.com I send my husband roughly $20.00US every two weeks to recharge his phone and we get 1000 mins. This also gives him the option as well to use the remaining credit to talk people in jamaica as well. This seems to work for us since we have been talking back and forth like this for 2 years. And I must say we are heavy talkers. HOPE THIS HELPS :dance:

Me and my hub use Skype....he doesn't have a computer but he just goes up the road to a shop where his friend has a laptop and all, and we skype every evening at the same time. you get the best of both worlds because you can see each other on the computer and chat. if he has a friend that will lend him, then it should work out fine.
