On April 15 Arroyo commuted all death sentences to life imprisonment in what is believed to be the largest ever commutation of death sentences in modern times. Four days later she marked legislation to repeal the death penalty as urgent.

By a vote of 119-20 on June 6 the House of Representatives approved on a third and final reading the measure abolishing the death penalty in the Philippines.

Yes it is...and there's nothing PC about it. It's a respectful way of referring to individuals who cannot help being developmentally disabled. I hate the term retarded since society uses it in such a way as to be insulting. Since I teach special education children, many in the past who are developmentally disabled or delayed, I have never liked the term "retarded". Just my opinion about it.

I work with individuals with disabilities as well and have a sister with Downs syndrome and I too HATE the word "retarded" because it is generally used as an insult and to poke fun. I got called out on it on VJ once as me being high and mighty because I got mad at someone who used that word. It's not a nice word at all. And you wouldn't say a "developmentally disabled person" you should place the person first. You wouldn't call someone who has cancer a cancer person. But these are just some of my own personal/social work beliefs that I hold.

Well my wife works as a teacher's aid one on one with these kids and yesterday one of them took a dump in his pants and my wife took him to the school nurse to get him cleaned up. However, the nurse left him alone for a couple minutes and he smeared sh*t all over the wall. That's a retard.

Two teens were arrested in the brutal sexual assault of a developmentally disabled man who was attacked with a plumbing snake in a Shirley bowling alley bathroom, Suffolk police said yesterday.

The 21-year-old victim was hospitalized at Brookhaven Memorial Hospital Medical Center, and two Shirley teens, ages 17 and 19, were charged with first-degree aggravated sexual abuse, police said.

The attackers followed the victim into a bathroom at the AMF Shirley Lanes on the Green, off William Floyd Parkway, police said. While one attacker held down the victim, the other forced the plumbing snake into his rectum and spun it several times, causing internal injuries, police said.

The snake was removed at Brookhaven Memorial Hospital, police said. No information on the victim's condition was available last night.

Steven Rodriguez, 19, of 117 Hounslow Rd., was arrested Monday and arraigned Tuesday in First District Court, Central Islip. He was ordered held on $100,000 cash bail, or $200,000 bond, at the Riverhead jail. Michael Lunsford, 17, of 106 Lexington Ave., was arrested yesterday and was being held at the Seventh Precinct for arraignment today in First District Court.

First-degree sexual assault is a Class B felony, punishable upon conviction by up to 25 years' imprisonment.
