For your situation you need STRONG ties to Morocco. Your consulate is difficult on a normal day, what ties do you have?

ITIN won't do any good for you, why do you have one anyway?

Good luck

Your husband is in the US or Morocco? What do you have to keep you in Morocco? Other family? Property? Job? IMHO you will not get a tourist visa because you have a husband who is a LPR. If your husband is in Morocco and can show he will be remaining in Morocco for a few more years then maybe. The IO will assume you want to use the tourist visa to come to the US, stay with your husband (he will arrive later if he is in Morocco), and apply for AOS. That is using a nonimmigtant visa for the purposes of immigrating. Not only is it visa fraud to do so, the IO will never issue you a visa. You can keep applying for a tourist visa if you think YOUR case shows very strong ties to Morocco, but I think you will be wasting your time and money.

The ITIN allows your husband to file a joint tax return. It does not give you any sort of immigration benefit.

It is unlikely that you will granted a tourist visa as you have stronger ties (a husband) to the US than to your home country.
