I'm hoping someone can clarify this for me... I thought that the NVC only used the documents provided in the original petition packet. If they need both the police record and the court record, wouldn't cases get RFEs from the VSC or CSC before even reaching the NVC? And then, wouldn't it be the Consulate in Casa that would require the updated court/police records for the interview (and thus again, not the NVC)?? Am I missing something here??

You are on the K1 visa path; the NVC is only a mail stop for K visa cases (i.e. a case number is assigned and the file is sent to the appropriate Embassy or Consulate). The beneficiary's civil documents are brought to the interview, they are not included in the petition packet. For spousal visa cases, the beneficiary's civil documents are not submitted with the original petition packet, they are submitted to the NVC.

Yes for the CR-1 visa you do have to send the police record when you first apply but you also have to send to NVC. I am just finding out that you need 2 for NVC 1 from the police station and 1 from the courts...

If what you mean by "first apply" is when the petition is first filed with USCIS, then that information in your post is incorrect. The beneficiary's civil documents, including the police record are not submitted to USCIS when a petition is filed.

You are not at the point in the process where an "application" would have been submitted, the I-130 is a petition form that is filed by a US Citizen (or LPR) on behalf of their foreign relative. As I stated above, the beneficiary's civil documents are not submitted until the file reaches the NVC.

Where does it say on the application that this is needed when filing? I was reading the guides and I did not see where it mentions sending this with the application. I know it is needed later with the medical etc. Thanks

SO WITH THE ORIGINAL APPLICATION THER NEEDS TO BE THE SPOUSE WHO IS ABROAD'S POLICE/COURT CERTIFICATE. NONE OF THAT IS LISTED FOR THE CR130 PETITIONS GUIDE FOR DOCUMENTS EXCEPT ON THERE LIST OF DOC. FOR THE INTERVIEW. IS THIS NEW AND THEY ARE JUST MAKING PEOPLE AWARE OF IT?

An I-130 is not an application, it is a petition. The civil documents of the beneficiary of said petition are not submitted with it, they are submitted at the NVC. Anyone who says that the beneficiary's civil documents are to be included with the I-130 is not giving correct information.
