Congrats on winning the Diversity Lottery. That's wonderful. Number 39 is where you would place the name of whomever in the U.S. is going to support you until you can get situated here in the states and support yourselves. Even if you win the lottery, you still need to have someone here in the states representing you because the U.S. doesn't want you to become a public charge. Someone can correct me if I am wrong, but I am fairly certain about it.

To my understanding i thought a petitioner is the main applicant, this is confusing me now. So the same person we mention in Q.10 (the name and address of a person in USA) is the same name we put in Q.39 someone help

The petitioner is the person that files for the visa, in the case of DV it is the winner. Also DV winners don't always need an affidavit of support, if you have enough cash in hand they may not ask for it. But it is best to have a US sponsor if you know someone willing and qualified.

This will not be over quickly. You will not enjoy this.
