I have been living in Colombia since 2009, not officially I have not obtained any type of visa. I have spent the majority of my time in Colombia for the last few years, only traveling stateside every 3 or so months for a month or less. I have not found any clear information on DCF in Colombia, some say there is some say there isn't. Basically what I have understood is that if someone has been living in Colombia for 6+ months they apply for DCF, so my question is: Do I apply for DCF even I have not had a visa? My fiance and I plan on marrying on August 4th and I would like to know if DCF is an option or if I have to apply in the U.S. Thanks!

According to the US Embassy in Bogotá FAQ website, DCF is no longer available in Colombia:

Can I file a petition for my family member or fiancé at the U.S. Embassy in Bogota?

No, direct consular filing is not available at this embassy.

Since you're getting married next month, then your only option is to file for a CR1 visa by sending form I-130 directly to the USCIS. The process takes about nine months.

This is the listof embassies/consulates where DCF is available due to having USCIS field offices on-site. Unfortunately, Bogota is not one of them. However, some users of this forum have observed that if you use your foreign address in the first section of the I-130, the petition is likely to experience expedited processing at the USCIS processing center in the US to compensate for not having DCF available. Filed I-130 via CSC in Feb 2008. Petition approved June 2008. Consular interview in Mexico, Oct 2008, visa denied, INA 212a6cii. We allege improper application of the law in this case.

2012, started over in Seoul: I-130 filed DCF on 7/2, I-130 approved 8/8, Medical at Yonsei Severance 11/20, IR1 appointment in November 2012.

I'm an amercian citizen who's been a permanent resident in Colombia for many years. I just got married and I wonder if currently the Embassy in Bogota is offering the DCF or we just need go and file the CR1 petition? If not, what is the fastest way to get the visa?

Regarding to the documents I have this doubt: do they need all be translated and apostilled or just translated?

The information hasn't changed. Colombia does not offer DCF.
