The city has a contractual obligation to pay negotiated salaries to the workers. The city does not owe salaries to the union. You're a bit confused. As usual.

Again, you cannot pay people with money you do not have.

The city should just give out IOUs instead of minimum wage. They'd teach them that something is better than nothing.

Again, the city has an obligation to honor it's employment contracts. That's the law. These contracts, I am sure, do not include any IOUs. That's a non-starter.

They would do what any business would do that is stuck in a legal contract, they would start selling assets to gain liquidity and layoff non-essential personnel who's contracts allow it.

Nonsense. People have a negotiated compensation package and they are entitled to their compensation as long as their employment contract is in force. If the employer doesn't pay for the time worked as agreed, then one would go to court. It makes no difference in this scenario whether your employer is private or public.

Are you the least bit familiar with bankruptcy laws? If the town declares bankruptcy, those contracts are as useful as the roll of toilet paper in your bathroom. There will be no going to court to get the city employees money.

Today's unions are modern day thugs, gov't unions are even worse.

They would do what any business would do that is stuck in a legal contract, they would start selling assets to gain liquidity and layoff non-essential personnel who's contracts allow it.

Actually municipalities cannot liquidate assets.

Oh yes there would be. Bankruptcy happens in court and the pay that is owed to the workers will be considered there.

They can't be forced to liquidate but they can self liquidate. I've seen cities sell buildings etc.
