F1 university transfer dilemma

I started in an MBA program last January at university A. During the first semester I applied for a better program at university B and got accepted. The problem is that I still owe money at university A, 2100$ to be exact, I talked to the international student advisor at university A and I was given a paper to be signed by the student account office saying that we made payment arrangements, student accounts would not sign it unless I paid at least 1500. The problem is that my sponsor has been delaying the payment due to trouble back home. University B starts next month and I still havent transferred. My question is, can university A deny me transfer because of money, and how much time do I have before it's too late to transfer

Any answer would be appriciated

Timeline

Not sure if they can psycially prevent you from transferring but they can absolutly make it difficult for you. They can prevent the release of any transcripts etc that Uni B might require because you owe them money. They are trying to protect themselves as I am sure they have had people disappear and walk away from financial obligations.

I'm not asking for my transcript at the moment, and just need my sevis number to be transferred, the student account office even said that once I make a partial payment on what I owe they'll let me transfer but won't give me my transcript before the full amount is paid, so is it legal for the university to refuse the release of the sevis number unless payment is made?

Legal? Well it isn't like you can sue them in federal court. It isn't against the law if that is what you mean

but yes, if you owe them money, they have the right to protect themselves. how they do that is up to them.

I work at a high school and we refuse stuff to students all the time if they owe us money. Nothing illegal about it
