I noticed that my petition at CSC was approved sooner than others who sent their petitions in before me. I thought there was an order that petitions were worked on. Is it luck? or is there some other method to the madness?

The can happen for several reasons, some known and others maybe not known. However, the general idea is to "work" petitions in order, not to approve them in order. Some are delayed during process and others are not. Some are processed out of order for various reasons.
