So, I received my wife's I-130 approval on June 11th after waiting since Feb. I found out that it had been sent to the "black Hole' of NVC and waited. I finally called today and after 32 minutes of waiting a person answered. I told her that I wanted to check on my wife's status and she said, "oh, we just completed entering that info on the June 5th." I asked her what the next step was and she said that I would be receiving a package for assignment of agent (that my wife had to complete) in a couple of weeks. I called my wife and told her that we finally got some movement and she was excited, of course. So, as I was leaving my office, I received an email from NVC with her DS-3023-- yes, today. I called my wife (it was 2:00 am there) and told her to get her butt down to the internet room to print out the paperwork, sign, and send to NVC and me. I just paid the $88.00 for the AOS fee on the internet.

Question: can she email the DS-3023 in or does it have to be hard copy? Can I get a scanned copy from her (with signature) and mail it in from here in the US? Can I start to fill out her Form 230 now, or will we get one with a barcode and should I wait for it?

Yes, she can email DS3032 using her email address when receive the case number.

here is the email template

And it will take a week to be accepted by NVC.

You can fill out DS230 and sign by her.

When her DS3032 is accepted, IV bill DS230 will be invoiced.

After you pay the bill, you can print the barcode cover sheet.

I think that's ok to send the hardcopy to the US because she signed the form.

But I suggest you the fast way is sending by email.
