I am a U.S. Citizen married to an Icelander who is here on a B-1/B-2 visa, we're applying for adjustment of status for him.

On the I-130 I have to answer how I obtained my U.S. Citizenship. I have my FS-545 form, which the U.S. Consulate issued my parents as a Certification of U.S. Citizen Born Abroad. This form does not have a certificate number, which is requested along with the date and place of issue (which is on the FS-545). (I was NOT born on a military base.) Do I have to order an FS-240, which is the new certification of U.S. Citizen birth abroad, so that I have a certificate number to put on the form? Or can I just send in a copy of my FS-545 and my US passport? I don't want to have the whole process delayed because of one little detail like that. If I did just use the FS-545 and my passport, how would I answer question 13 on the I-130? Also, if anyone has ordered an FS-240, about how long does it take to get the form once you've ordered it?

Thanks!
