Hi, I am 2013 DV selectee.

Everybody is talking about checking your case number and visa availability through visa bulletin with the reference to this site:

http://www.travel.state.gov/visa/bulletin/bulletin_5733.html

Let say my case number 2013EU00028782. Can someone please explain how to use the information on this website?

The information right now is for DV-2012. Next month, in September visa bulletin there will be advanced notification for people that would be scheduled interviews in October 2012. Each month there will be advanced notification for numbers that would be scheduled interview (the numbers are always UP to that particular number)

Since you have pretty big number, your number won't be current in October. You can go back to previous visa bulletins and check how the numbers change previous years and when to expect your interview to be scheduled.
