My wife and I have petitioned for my wife's daughter (over 21, unmarried). The case has gone to the NVC and we've paid all of the fees for both the I-864 and DS-230. We are just waiting now as there has been a back log of apps apparently.

I want to make sure what the policy and procedure is for adding a newborn to the visa app. Can we do this? She remains unmarried of course. But then I guess we just need to send in the birth certificate and passport?

You don't "add a newborn to the visa app". You submit another visa application for the newborn as a derivative. Since this is obviously a family preference visa category then derivatives are permitted. If it's F2B category then your wife's daughter must remain unmarried.

I'm unsure of the exact process for this. I know you'll need to send another DS-230 to the NVC for the child, along with the fees. I believe you'll also need to send a revised affidavit of support since the number of immigrants has changed.

You might want to call the NVC and see if they can shed some light on the process.

The newborn can be added.

Google "nvc adding derivative beneficiary" and "US embassy consulate adding derivative beneficiary" and you'll find information on how to do it.

You'll need a copy of the birth certificate with a certified English translation.

You'll need to amend the I-864 to increase the household size by 1 (the newborn).

You'll need to pay the fee and submit a visa application for the newborn.
