start the i 130/cr1-ir1 spouse visa process. At this point if you were to apply today there is no way you would receive a visa for september, the normal processing time for a cr1/ir1 visa is approx 7-9 months from start to finish.

Do you plan to go back to the US to 1.live, or 2.visit?

If:

1. He files an I-130 petition for you. Expect 5 months for approval, and an additional 2 - 3 months before you get a visa interview. You then get a CR-1 visa (IR-1 if you've been married more than 2 years) and can move to the US to live with him.

2. Apply for a B-2 visa at the US embassy in Manila. In most cases, a B-2 tourist visa will allow you to visit for up to 6 months.

if he's lived in the Phils for more than 6 months (count from yesterday backwards)

then

tell him to FILE the I-130 to the US Embassy IV Unit in Manila , as he qualifies for Direct-Consular-Filing intake.

Don't send anything to the lockbox in Chicago - send the I-130 to Manila.
