Everyone is 100% correct. Even if the sister-in-law wants to come as a visitor, she must proof that she has ties to the Philippines. She has to proof that she will not decide to stay here in nthe US and become Tago and Tago. I learned that word by watching CITIZEN PINOY..an immigration program one of the Philippine TV station.

Please do not do anything that is ILLEGAL. It could land you in trouble and your sister in law could be banned for life. It is better to do everything in a legal way. We are all following the law.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
