I received this email from the consulate in Jerusalem on the 3rd of this month after months of administrative processing but they have my fiancee's passport so I emailed them back saying so....is such an email promising? good news?...how much longer should I expect to wait for her visa?

"Dear Sir,

The administrative processing is now complete and our office is ready to finalize the processing of the case. Kindly advise the beneficiary to send in her passport."

If you are asking if the email stating your case is now out of AP and they need the beneficiary's passport is promising and good news, then I would think yes. It appears your case is now done with AP and moving forward. They would need the passport to attach the visa to it.
