The Amish use the roads around these parts and don't have car insurance.

I do not believe auto insurance is meant to cover the use of the roads, hence their not having car insurance, but then again, you may want to check with your state's dept of transportation for more details.

Auto insurance is not mandatory in California, however, the ability to demonstrate financial responsibility is.

California law requires every driver to carry written evidence of valid automobile liability insurance, a thirty-five thousand dollar ($35,000) bond, a thirty-five thousand dollar ($35,000) cash deposit, or a certificate of self-insurance that has been issued by the Department of Motor Vehicles.

You must provide evidence of financial responsibility when you renew the registration of a motor vehicle, and after you are cited by a peace officer for a traffic violation or are involved in any traffic accident.

According to the Pennsylvania DOT, auto insurance is mandatory.

The Amish are not required to have auto-insurance. However, they can still be held liable and financially responsible if they are involved in an accident.

Not even the Amish get a free pass on financial responsibility.

If only the same rules could be applied to hospitals.

Precisely. If everyone could be held liable and financially responsible for their healthcare the rest of us would not need to be paying for their unpaid bills.

To keep with the Amish comparison, it would be great if an individual could be held legally responsible for their hospital bills if unable to pay. As the law stands right now, there is no consequence for not paying your medical bills.

The other aspect is that in the same manners that employers will demand that you be insured to work as a driver, many, if not all, employers are demanding that you obtain the minimum in health coverage when starting a new job.
