Montreal and RFEs for proof of citizenship?

I apologize if this is in the wrong place.. technically we haven't submitted our I-129F yet, but it will be going through Montreal. I'm the USC and my fiance is Canadian.

It is my understanding that with the I-129F, I only need proof of my citizenship in the packet. However, I saw this thread and got worried: http://www.visajourney.com/forums/topic/297634-rfe-please-help-montreal-consulate/

Is this a normal occurance, getting RFEs from Montreal for not including the Canadian's proof of citizenship in the I-129F? I'm just not sure if I should try to include my fiances birth certificate or passport (would a passport be acceptable for this?) with my I-129F. It would set us back another few weeks... I was close to sending it out when this came up.

The thread you linked to, the OP stated their wife was a permanent resident (not a citizen), so proof of this always needs to be sent in if you're not a citizen of the country you're currently residing in. If your fiance is a Canadian citizen, then that'll be clear from their passport (passports can only be obtained by a citizen, as far as I know).
