I want your advice. My husband want to petition my mother as a Tourist Visa while processing AOS. Is that acceptable?

Your husband cannot petition for a tourist visa for your mother.

Your mother has to apply by herself and qualify by herself to gain a tourist visa.

Moving from AOS to tourist visas as this is a question about getting a tourist visa.

I am unclear what exactly you are asking:

- does she want to come here to visit (needs to apply herself)

- Does she have a tourist visa, and your husband wants to apply for her Adjustment of Status to stay permanently while she is here on a visit? If so, impossible as Inky said.
