You must apply for an expedite at NVC and the consulate. The expedite does not carry from USCIS onward

See the gude below for NVC steps

Separate departments. Start calling NVC (look at that link I sent you) and ask for an expedite.

NVC is much more customer friendly than USCIS

Good luck

Call the NVC. They told me at least 3 times there was no way to expedite through the NVC. On the 4th call I was told to send a letter and supporting documents to PI supervisor Sue to get the expedite. We still sent all our information to the NVC, but it basically skipped them scrutinizing the DS230 and I-864 at their level. Once your expedite gets approved at the NVC, they have 48 hours to send your package to Manila. I waited a week and called the embassy and they already had an interview date for my wife. Good luck with the expedite!
