disturbing... i am still able to sign into the payment portal.

Why is that disturbing? If you're referring to SIF, that no longer occurs.

i thought they should close/disable my login to https://ceac.state.gov/CTRAC/Invoice/Signon.aspx?node=Signin once my case is completed. or does this means my case isn't really completed?

Before, SIF used to exist where you'd no longer be able to sign into the payment portal. I personally experienced this when I was at NVC in March 2011. But a few months later I believe, they "took away" SIF: one would still be able to log in after a case complete. I tried logging in a few months ago to see, and I can indeed sign back in still.

So, even though you can sign in after a case complete, it doesn't mean your case is not completed. For whatever reason, you're still allowed to sign in. And will be able to do so even after the interview and POE (as is proof with my case).

Just received case complete email from NVC! it was quick. I guess now this goes into the "final review" stage? sonn I should be start calling for the interview date?

I am so disappointed right now. :(

About three or four weeks ago (I forget exactly) my wife (USC) called the NVC and was told our case was completed and sent to the embassy in Stockholm. Last week I e-mailed the embassy to ask what the status of our case is, and this is the reply I received today:

Dear Sir,

We have checked our records and we have not yet received your case from the National Visa Center (NVC). Once NVC receives the petition from USCIS, NVC will send the applicant a detailed list of supporting documents needed to apply for the immigrant visa. The NVC will also send the visa applicant the form DS-3032, Choice of Address and Agent Form and the petitioner an Affidavit of Support with the processing fee bill.

Upon completion, the NVC will forward the petition to the U.S. Embassy in Stockholm. Please note that the NVC will also be responsible for scheduling the applicant for an interview at the Embassy.

If you have a case number, you should reach out directly to NVC for any status updates.

You can contact NVC at the following e-mail address: NVCINQUIRY@state.gov

In order to ensure a prompt response:

 The Subject Line of the e-mail should be the relevant NVC Case Number.

 Provide the applicant’s name and date of birth and the petitioner’s name and date of birth.

Only once we have received your case file can we re-schedule an appointment or schedule if you for some reason were not scheduled.

Sincerely,

Immigrant Visa Unit

My wife is going to call again tonight when she gets home from work.

Sigh. :(

Thank you Saylin.

I have never called DOS. I wonder when should one call DOS and when call NVC? So far till this step I have only called NVC. Anyway I will give both a call starting tomorrow.

Thanks. I hope so too.

I see.

They told my wife the embassy in Stockholm would assign an interview date. :P:wacko:

I read through the guides here that, interview date is assigned by NVC, and then, the case is mailed to the foreign embassy. hope your situation gets solved soon.

Unless Sweden is different, NVC assigns interview dates for IR-1/CR-1 applicants.

Thank you Saylin.

After my case complete (and awaiting my interview date), I would call DOS around 2pm EST and NVC around 5pm EST.

A note: DOS isn't open as long as NVC is. You can see their number and hours of operation in the first post. There's also a question about who to call for interviews near the end of the FAQ post.
