So are we paying for the visa twice?

Well I'd say I'm pretty well known for my crazy questions by now...so here's the latest.

WE pay fees to submit the visa application DS-230 (humor me here...for spouses). Then I'm seeing on the Nigerian Consulate site where my husband has to pay $230-$240 dollars again when he arrives for the interview.

Does this mean we are paying for this same petition twice? Yes, I'm confused! :bonk:

What you're reading on the Consulate site is old and would apply to a direct consular filing. You pay the $230 visa application one time, during the NVC stage. The intending immigrant will also pay for a medical examination.

Facts are cheap...knowing how to use them is precious...

You're welcome. Just to clarify, you are not ever "paying for the visa" because you cannot "buy" a visa. You are paying a visa application fee, a fee associated with applying for a visa. There is no refund if the visa isn't issued.
