hi guys! how are you all doing? Anyway, I have a question. :) while waiting for NOA 2, is it ok if I work on my passport already? my passport will expire on 2014. But then, I'm thinking to "renew" it coz I want to change my name already to my husband's last name. Since my passport is still named with my "single status" name.. I've read on the DFA website that the requirements are only Marriage Certificate in SECPA and the old passport. But then someone told me that I have to go first to CFO before I can change it since my husband is a US citizen. Is it true? If yes, how will be the process? Can somebody send me a link? Please someone help me so I know what to do. I am working on all my papers so when we get approved, atleast my papers are ready already. Thank you guys!! :)

Hi, here's my experience...

my husband filed a CR1 visa for me and he put my married name on the forms. I have an old passport bound to expire in 2014 as well, but since it is on my maiden name i applied for a new passport with my married name on it.

CFO certificate is required when you are married to a foreign citizen, before u can get ur passport. ( it is indicated in the DFA site:http://passport.com.ph/requirements )

Just go to one of their CFO service provider, attend a seminar and then dont forget to get ur certificate. You can bring that along with other requirements such as BC, Marriage Certificate etc. to DFA.

When you get your visa you can go to CFO to get their CFO stamp/sticker, you need that before u leave..because Immigration Officer will look for it in ur passport at the day of your departure.

Well I am married to a foreigner - 2010, and I renewed my passport 2011 and its valid till 2016. I went to DFA brought along my old passport, MC both NSO and Local Civil Registrar Copy (just making sure if NSO copy is unreadable) and all you need to do is fill out the form from DFA office and submit it together with MC and old passport. they didn't ask for CFO cert.

The CFO website stated this:

Fiancee, Spouses and Other Partners of Foreign Nationals

What you need to know...

As Filipinos going abroad as fiancé(e)s, spouses or other partners of foreign nationals, you are required to attend the CFO's guidance and counseling session in order to secure the Guidance and Counseling Certificate (GCC) and the CFO sticker. You need this certificate to renew or apply for a new passport at the Department of Foreign Affairs (per Department of Foreign Affairs Order Nos. 11-97 Implementing Rules and Regulations for Republic Act 8239, "Philippine Passport Act" and 28-94). You will also need to present this certificate together with your spouse/partner visa, at the Immigration office at the international airport on your day of departure.

So yeah, you need to attend the seminar.

I've heard that whether or not DFA actually asks for the CFO certificate or not depends on if your new last name sounds foreign or not. They asked for it with my wife, but my last name is obviously not filipino. If I were you I would go with the assumption that it is a requirement and get it taken care of. You're gonna need it eventually so now's a good time to do it ;) My wife said the CFO seminar was fun. Best of luck.

Is it ok if I do it now while waiting for our approval? And just go back for the sticker when I have my visa na? And also, is it a appointment basis when I go to attend the seminar? Or I can just be a walk in there? Thank you again!:)

Yes, you can do it anytime. I attended the CFO seminar while we were waiting for our NOA-2. It's only walk-in, but you will have to be early because they only cater to a certain number per day (in Cebu, don't know if it's the same in Manila)..

Some people have been asked to submit a CFO attendance certificate so they can change their passport info into their married name, and some haven't. But during my seminar, I have talked to many women who were there because DFA required it of them. I think it's worth attending the seminar before you go change your passport name, because you'll have to do it anyway to get the sticker for your visa.
