Fees that will increase (only nonimmigrant fees) - If you paid your visa fee before April 13, 2012, you do not have to pay the difference between the new and old fee amounts as long as your visa interview is on or before July 12, 2012. Starting July 13, 2012, you will be required to pay the difference between the old and new fee amounts – no exceptions.

i just read this online and to tell you the truth im not understanding it at all...ok so i paid the fee after april 13 which was $230.00 and my husbands interview is july 9 so what im not getting is does my husband have to pay anything at the embassy???

Only non-immigrant fees increased. This message says it is about nonimmigrant visas. A CR/IR-1 is an immigrant visa.
