I spoke to NVC customer service, and they said I couldn't log in because the AOS fee hadn't been invoiced yet (BS, I've been logging in since Monday and it just said "not invoiced").

Our Case and IIN's were assigned on the same day, June 22. I also tried logging in today and received the same error message. I believe this is because NVC has not yet sent us instructions. I haven't sent in the DS3032 yet for fear that it might be too soon and then get rejected. When I called this morning, they said they would send instructions in about 10 days. I would suggest retrying on Friday or perhaps Wednesday of next week.

That's actually a good message! It's a strong indication that NVC is currently invoicing your AOS bill! Please click on the last link in my signature, then look for the question near the beginning about error messages. I explain it there :)
