Where to address Letter of Intent?

Hi! I'm new to posting though I've been lurking here for a while. My fiance and I are about to begin the K-1 visa process, beginning with me assembling the petition package to hopefully be sent in about two weeks from now. I've tried searching the forums for a question I have, but there doesn't seem to be a very definitive answer so I apologize if this post is repetitive.

My fiance and I both have to write a letter of intent to marry and I've seen the sample letter here on VisaJourney, as well as on a few other immigration websites, and they all contain an address for the filing location. Here is my problem: I don't know what address to put there. I understand that I have to send the petition packet itself to the Dallas Lockbox, which is just the sorting station, but should I put the Vermont Service Center address as the one at the top of the letter of intent since I live in Rhode Island, which is under the VSC's jurisdiction? This is further complicated by the fact that there is a USCIS field office for Rhode Island in my town (it's been there for about 2 or 3 years now) and I don't know if I should be sending anything to them or using their address instead of the VSC, or if I should be sticking with the Dallas Lockbox and then wherever Dallas sends my petition.

Again, I apologize for asking a question that's been asked so many times before, but the USCIS website made it sound like the policy was changed in 2010 so that everyone would send their petitions to Dallas Lockbox instead of individual service centers and it seems like the sample letters I've found from internet searches were written before the change in 2010. Thanks, I really appreciate any advice anyone has about this!

Put the Dallas Lockbox... you're not supposed to know if your package will be redirected to VSC or CSC (though it's highly possible it will be VSC for you, but that's not important). BTW, this is not really important which address you will write, but logic is to put the one where you send the package. What is really important is your statement of intent to marry.

Don't look too much at outdated external infos, only trust the official USCIS instructions. The instructions of the form I-129F explicitly says where to send the package, and it's the Dallas lockbox.

Also, your field office has nothing to do with the I-129F petition/K-1 visa process. After you send the package to the Dallas Lockbox, it will be forwarded to CSC or VSC, and sit there for about 5 months collecting dust. After someone take a look at it, and hopefully approves it, it will be forwarded to the National Visa Center, and then to your fiance's country.

The first time you will deal with the field office will be during your fiance's Adjustment Of Status process (biometrics taken, and maybe an interview). So do not bother about the USCIS office for now.

Stick with the USCIS instructions, and follow logic to prepare your package. Check, re-check, re-read the instructions, re-read the VJ K-1 checklist and guide, re-check your package, send it, and then get ready to wait. :)

Thank you so, so much, didopage! It does get a little confusing sometimes with all of the information that's out there. We will both put the address of the Dallas Lockbox location in our letters and then wait impatiently for them to work their dusty magic. :) Cheers!

When the petition package is completed, send it to the appropriate address in the instructions.

As far as putting an address on your letters of intent, you don't need one. You could (but don't need to) have a big header on it that says LETTER OF INTENT, or you could address it "To Whom It Concerns" or to the consulate where the beneficiary would eventually interview or to the man in the moon. As long as the letters of intent are in the package, you're fine. Avoid sweating details like that (natural at this stage, I know).

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Thanks a lot, TBone! I'm trying not to sweat the minor details but it is really hard to do that right now. :) At least the VJ website has been so helpful. I have no idea how people did this before resources like this were available.

I have one more question if anyone knows the answer to this: On the G-325A form that both I and my fiance have to fill out, there is a box that wants to know the applicant's residence outside of the U.S. if it was for more than one year. I've never lived outside of the U.S. so my part was easy, but my fiance has never lived in the U.S. - he's lived at his home in Ireland since he was born. When putting his home address in that section, since he still lives there, what should he put in the "To" column? The box is too small to write "Present".

I put present, it fit for me. Are you typing the information onto the forms?

Yeah, he's typing the form on the computer and then printing it out to sign it. Would it be okay for him to just write in "present" in the TO box even though the rest of the form is typed?

I had to write my name in pen on the form because it didn't fit in the box, we didn't have any problems with that. "Present" should fit if he types it in there though.

I think he got as far as "Pre" before Adobe stopped him from typing any more into the box, but if both of those options (hand-writing or putting the date of when he signs it) are okay, then I'll let him know and he can decide which one he wants to do.
