i have read that getting married abroad makes it easier to return to the US with a foreign born spouse... but i could not find the reasons that was so.. and, as i have said, i don't have an income to support him.. i just get by..

The example of getting married abroad making it easier is more for people from high fraud countries where a fiance/e visa isn't as easy to get as a spousal visa (not that a spousal visa is "easy" but they seem to think relationships are more legit if you're married :S).

In your situation you basically have only two options, find a co-sponsor and save the $1500 to apply for AOS (Adjustment of Status - gets him a greencard) now (before he leaves) or move to Belgium.

Getting married in Belgium you will still need a co-sponsor in order to get a spousal visa to bring him here. Getting married in the US you still need a co-sponsor in order to file for AOS.

I'm sorry but there really aren't any other options given your situation.
