Full faith and credit doesn't apply to territories because they aren't sovereign states, only between states of the U.S. I agree on everything else though.

That's incorrect. US Code Title 28, Section 1738 establishes that the judicial proceedings of the US Territories are entitled to full faith and credit under the US Constitution just like the States.

I think OP was talking about the full faith and credit clause in the Constitution, but I stand corrected about that statute.

Regardless, USCIS is not a "State" or a "Territory" of the USA.

Facts are cheap...knowing how to use them is precious...

They are exceeding their authority which they habitually do. More lawas are broken by immigration personnel than are by the applicants. Logic and law dictate that the court ruling as the final word and leave it to the court to have done their homework prior to the said ruling. Having acknowledged that and the fact that there is no oversight what-so-ever, what are your options but to comply? That is what others seems to be suggesting.
