Hi all, so a friend of my wife's is currently in the US on a student visa and was notified last month that he won the DV lottery. He asked us what he should do to obtain the green card without having to go back home to have the interview at the US Consulate. I know it's possible to do the process from the US, but I'm not sure how the whole thing works. Anyone has an idea? Thank you.

first he needs to register his lottery with DOS, review the DOS website , lottery section for the forms needed. and he needs to pay $ 330 as I remember and he can inform KCC that he wants to adjust his status in US

2- he needs to wait , sometime after October, and keep looking for the visa bulletin which is issued by DOS, when his case number became current he can sent the AOS package to USCIS. keep in mind he needs to be in status until his case number become current.

AOS

I can't find the section on the DOS website you are referring to. Also, he wrote me an email saying that he has a letter with his number and the address of the processing facility in Kentucky. He called USCIS at the 1-800 number and they told him to schedule an appointment, which he did. This thing doesn't make much sense to me.
