I have a one sentence military certificate. Can I translate this myself and swear and testify it's properly translated? If not, can I just get an average bi-lingual Joe to do it? or do I need an actual translator?

I was advised by my lawyer to get an average bi-lingual joe to do the translation as long as the translator is willing to sign the testimony that it is an accurate translation.
