Sending AOS and IV packets before NVC request

Hi fellow VJers ,

Am I understanding it correctly, that people are mailing their AOS and IV packets to the NVC before they are requested to do so?

What if the embassy we're going thru does the online version of ds-230, the DS-260? Do I just then exclude any IV application but send the civil documents by themselves?

EDIT:

It looks like we'll be going thru a DS-260 embassy , does that mean both the agent selection and IV packets will be done online together?

How do I then send the civil documents and is the online processing done only by the petitioner? because the DS-230 and the ds-3032 both need a beneficiary signature?
