after the welcome letter how long will take for USCIS send the green card. Also, can my husband apply for social security?

You can look at my signature to see how long it took for me. You can use the receipt number on the welcome letter to track the progress of the green card.

Did your husband check off yes on the DS-230 for the SSA to assign a SSN for him?

If he checked off yes, then wait at least 3 weeks from POE before applying in person.

I believe most people are receiving their SSN card before their greencard but you should be getting your greencard around 5 business days of the welcome letter. You can apply for the SSN now if you like.
