CSPA eligibility????

Timeline

I am from India , F3, PD 4 june 2002

case approved january 2009

DOB-- march 8 1989

my families ds230 and other civil documents were submitted to nvc in august 2010, but at that time when they asked first for COA , my name was not in the list , bcoz my age was 21 year 3 months at that time, my family is waiting for interview since october 2010 when our case was completed at NVC. Now we are just 45 days away on visa bulletin.

Can i get advantage from CSPA????? ( PD current: never)
