Two-hole punching the top of the material for easy placement in the file is appreciated. Exception: Petitions filed at the Chicago lockbox should use paperclips when attaching supporting personal documents to forms instead of “ACCO” fasteners; staples are acceptable when attaching fees.

Also what on earth is an A-number?

An A number is an alien registration number. Anyone who attempts to immigrate to the United States gets one. USCIS will assign one and it's the beneficiary's number for life.

I did all the top hole punching, and the “ACCO” Fastener things, not that it matters, my petition is in the 6 month range now. I should have glued all of the papers together, it would not make a difference, to the big bad Wolf, I mean USCIS LOL
