I have seen Student Visa's given in similar situations.

International Student Rates are not cheap, but I would say if you can afford it then the odds are usually pretty good.

You mean the international student fees?

Visa application cost is same as a tourist visa.

They are often given.

For the record, we tried to get his student visa in the USA and that was turned down. Then we tried to get a student visa for him to Canada and that was also turned down.

Sounds like there is more to this that you have mentioned, why was he turned down, especially from Canada?

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

Same reason for the USA, no reason to go back. I also heard that all visas to Canada are coordinated with the USA if the applicate has ties in the USA. If this is true, it would explain the denial.
