USCIS estimated processing times very different from VJ estimates?

So browsing the USCIS site I noticed the estimated processing time for I-130's at the VSC is 14.9 months. If I look at the VJ forums, estimators, etc it's nowhere near that. Is the USCIS site more accurate or VJ's? Why the huge difference in estimated times?

Where are you seeing that? I see 5 months. https://egov.uscis.gov/cris/processingTimesDisplay.do
