hi, my fiance is from California, where do we address the letter of intent to marry? in Dallas or in California?

We used the Lewisville, Texas USCIS address when filed ours. The way we looked at it, we don't know which processing center our K-1 petition will be processed when we submitted it. Later on when we need to re-affirm our LOI, then we will use the California USCIS since that's where our I-129F is currently being processed.

I put the Dallas address since we still don't know which SC they're going to send our package :)
