JERUSALEM (AP) — African migrants who entered Israel illegally will be given cash incentives if they leave on their own soon, or they will face expulsion, the Interior Ministry said Friday.

A tent city is being built to hold other migrants, the vast majority, who can stay for now, the ministry said.

About 60,000 Africans have trekked through Egypt and other Muslim countries to reach Israel over the past few years. Many are looking for work, while others are seeking political asylum.

A Jerusalem court has ruled that some 4,500 migrants, mostly from South Sudan, Ivory Coast and Mali, are to be expelled.

Interior Ministry spokeswoman Sabine Hadad said Friday that those who willingly leave within the next week or two will receive cash incentives of 1,000 euros ($1,200) and a plane ticket. She said that otherwise, they will be expelled.

Earlier, Interior Minister Eli Yishai said it would take months to expel them.

He told Israel Radio that that a tent city and holding facilities are being built for other migrants who are living in major population centers. He said they will receive food and health care and will have good living conditions there.

Because many are from Sudan, an enemy of Israel, and Eritrea, a country with a flawed human rights record, the line between refugees and economic migrants is blurred. Therefore, Israel has quietly allowed most migrants from those two countries to stay without processing their asylum applications.

Yishai warned that an influx of migrants could destroy Israel's Jewish character. In some places, entire neighborhoods are inhabited by migrants. Tensions are high in southern Tel Aviv, where a series of rapes, robberies and violence have been blamed on the Africans, sparking protests.

Police say the crime rate among the migrants is lower than for Israelis.

Court decisions are pending regarding migrants from other African countries, mainly Eritrea and Sudan.

The migrants infiltrate Israel's porous border with Egypt, exploiting the widespread lawlessness in Egypt's Sinai peninsula.

Israel is erecting a barrier along the roughly 200 kilometer (125 mile) border with Egypt. But the migrants continue to arrive at a rate of about 1,000 a month, and some report being raped, tortured and extorted by the Arab Bedouins who smuggle them through.

Israel, much like Europe, seems consumed with worry about being "swamped" by developing-world refugees – although, perhaps in part because of its location, the fears in Israel sound more visceral. So far, Israel's approach has been to build a steel fence on the Egyptian border and a giant detention centre in the south, and to pass a law that allows the detention of migrants for up to three years. Since its creation, fewer than 150 people have been recognised as refugees in Israel.

In fact, Yishai himself is African, as his family came from Tunisia. But apparently he self-identifies as "white folks." And it seems most Israeli Jews agree with him:

When you enter a country illegally, for economic reasons, what else should you expect?

Remember, here in the USA, almost 70% of the electorate are in favor of having illegal immigrants return to their country of citizenship. This is not an unusual situation.

What is unusual is that Israel is offering to pay their way if they self-deport voluntarily. Here, that's not an option - yet.

While I would agree that many aspects of the OP reflect poorly on certain Israelis and their leadership, let me know when they start building gas chambers and adopt a final solution to this problem, otherwise your comment appears a bit geared towards offensive.

My intent was not to be offensive, and I apologize for that. I wanted to point out that the treatment of Jews by the Nazis was based on the same paradigm of fear of those who were different. I believe the deportation of jews across Europe in and of itself was a barbaric act. The gas chambers of which you refer were the expression of their loss of humanity altogether.

In any case I respect the Israelis and their perseverance too much to remain silent before these statements that IMHO reflect poorly on their character.

Nazi Germany and Israel today are obviously two different situations, with many different factors. German Jews were citizens of Germany; most of the African migrants in Israel are there illegally (we will leave aside for now Israel's abysmal record on accepting refugees.)

But there are some parallels, especially considering that the Holocaust began with propaganda and incitement against a particular ethnic group as a supposed threat to Germany, restrictions on where they could live, persecution, and mob violence. And there certainly are a number of Israeli political leaders who are inciting this type of reaction against African migrants.

In the video I posted, you see an Israeli mob (gathered to protest about African migrants in Israel) verbally abusing and then physically attacking a Jewish Israeli man who also happens to be African. And notice that only a handful of Israelis come to his defense - the crowd then turns on them with even uglier verbal abuse.

This is how the so-called "left" has become so marginalized in Israel as to be almost negligible. This is a society that has become more and more racist, more extremist, and more violent. It's all about "enemies," all the time. Look at the stat in the survey I posted - over a third of Jewish Israelis condone violence against migrants.

Implosion is imminent.

I believe the reference is to the part of the OP indicating a fair number of the illegal immigrants report having been raped and abused by Egyptian Bedouins who smuggle them across the border into Israel. And, of course the lack of condemnation, from you, for said rapes and abuse.

I am sure you would be happy to clarify with justifiable condemnation, the horrific treatment these poor folks suffer prior to illegal entry into Israel?

They have businesses? How? I thought they were illegals. Last I checked, you couldn't open a business in Israel without a teudat zehut (national ID card).

Isn't that all the more reason for the israeli authorities to extend them a more humane treatment and empathize with their plight? Giving them money and sending them back to the hell from which they came will not help. No ammount of money should not be enough to buy them a clean conscience in sending these people back to what is possibly their deaths.

Satisfied now ? I doubt it; nothing is ever enough. Gotta remember the rule: every time you post anything at all critical about Israel - you must first condemn every single other bad thing throughout the world, throughout history, and and then maybe possibly you can get around to saying something critical about Israel. But you'll still be an anti-Semite.
