B-2 for medical treatment if I-130/K-3 are in process?

Timeline

My husband is a Canadian citizen who is currently back in Canada waiting for our I-130/K3 visas to be approved. He has chronic back issues due to a fractured vertebrate. Can I apply for a B-2 visa for him to come here and start his medical treatment while the other two applications are in process or do I have to wait until they are approved before he can come back to the US? Any help would be appreciated. Thanks.

Agree with AmyWrites, why doesn't he stay in Canada and utilize that socialized medicine he's already paid for?

Why is it necessary for him to go to the US for treatment?

1. Canadians don't need B-2 visas unless they have criminal records or previous negative immigration history.

2. You can't apply for a B-2 for him. He has to apply on his own.

3. It's fully legal to enter the US as a tourist/visitor while the process is pending. He may have difficulty crossing the border though, as they'll want to know he intends to return and not adjust status.

US would be the last place to go for medical treatment unless money is no issue.
