Japan Police Clearance and Birth Certificate

Hi everyone, my concern is about my sister's application for US Visa, she was directed to secure a Japan Police clearance and a Copy of her children's Japanese father. they were never married though but had 2 kids and my sister is worrying that she may not be able to bring her kids with her to the US. i have read some posts about how to secure a Japan Police Clearance here in Japan Embassy Manila, and I am so relieved to hear how easy it will be, how about the birth certificate? I really want to help my sister so hoping to hear from you guys'

July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)

What type of visa is your sister applying for?

my guess its K1 or K3 because the visa her husband applied for her in the US is a spouse visa. they were married here in the Philippines 3 years ago and my brother in law has been in and out of the Philippines since then.

K1 is a fiancee visa, since she is married, she will not be applying for this visa. The K3 is practically obsolete so the spousal visa she will apply for is an IR-1.

What do you mean by "a copy of her children's Japanese father?"

Regarding birth certificates, are you asking how does she obtain hers? How does she obtain one for the 2 kids?

- Regarding birth certificates, are you asking how does she obtain hers? no, she's ok with it, it's her previous husband's birth cert that she needs to secure.

- How does she obtain one for the 2 kids? she already have it since the kids are with her here in the Philippines.

Moving from K3 Process & Procedures to Asia: East & Pacific regional forum, procedures obtaining a birth certificate is a country specific issue. In the case of the OP, the country is Japan

I'll rephrase my original question as I was not asking about what your brother in-law filed for your sister. I was asking did your brother in law file 3 I-130 petitions (1 for your sister, 2 for her two kids)?

To me this is an odd request by the Embassy, did they give a reason why they wanted the birth certificate of the children's father? Since the father of the children is Japanese, obtaining his birth certificate is a Japan specific issue and will require Japan specific answers.
