NBI Clearance with Authentification

Timeline

My Filipino fiance is using the Doha Embassy for his interview since that where he is currently living and working. His interview has been set for July 23. However, yesterday he received a call stating that they could give him an interview date of this Sunday, June 9. The problem we are having is that he does not have his Filipino NBI clearance. We understand that his NBI clearance needs to be DFA authenticated which takes 10 days. If he does not interview on Sunday they are going to push his interview date beyond the original July 23 date. Any suggestions? Is it possible to get the DFA authentification expedited?
